GREENSPRING EAST HOMEOWNER'S ASSOCIATION, INC.
BOARD OF DIRECTORS
Wednesday, August 13, 1997
The monthly meeting of the Board of Directors of the Greenspring East Homeowner's Association was held on at 2816 Quarry Heights Way, Baltimore, Maryland 21209.
Present at the meeting were the following:
Ron Bondroff, President and Chairman of the meeting
Stanley Turk, Treasurer
Cassia Parson, Vice President
Barry Lubman, Vice President
Alan Fink, Secretary
David Caplan, Metro Property Management
Ron Bondroff was elected Chairman of the meeting and declared that a quorum was present.
The Minutes of the meeting of May 14, 1997 and the annual meeting of July 8, 1997 were read and approved.
The first order of business was a discussion of old business.
Ron Bondroff reported that as to those issues raised at the annual meeting, the following actions have taken place: the tire tread damage to the island at Valley Park Drive has been repaired; RAR will charge $50 an hour for watering of all beds and areas, as needed; the vincas will be replaced with fall flowers (pansies); the beds will be maintained monthly and bushes and fences trimmed a minimum of three times during the year.
Ron Bondroff also requested the Board to consider a way to streamline the next annual meeting allowing those who wish to address concerns or bring matters to the attention of the Board be given a specific time limitation to present their issues to allow as many homeowners to participate within a reasonable period of time.
The next order of business was the election of officers for the next year. By unanimous vote of the Board, the following persons were elected to the offices indicated: Ron Bondroff, President; Cassia Parson, First Vice President; Barry Lubman, Second Vice President; Stan Turk, Treasurer; Alan Fink, Secretary.
The next order of business was the report of each committee of the Board:
Architectural Review Committee
Cassia Parson reported that 2732 Quarry Heights Way is in violation of the painting guidelines. The Board directed that the homeowner be given sixty days to comply with the color scheme guidelines.
As to 18 Willwood Court, the planters were approved. 7531 Stream Crossing Road was given until August 31, 1997 to correct the fence that is in violation. 2800 Moores Valley Drive was to have repainted by April 15, 1997. The Board directed that the homeowner comply immediately with the paint guidelines. The management company is to pursue this matter.
The continuing violation at 12 Willwood Court was referred to the Association's lawyer for litigation to force compliance with the Association's guidelines and covenants.
Casssia Parson also reported that because of a shortage of the special timbers used by the contractor, the retaining wall was delayed in completion. The wall is expected to be completed, including grass replanting, by the end of August.
Grievance-Violations Committee
No report.
Landscaping /Maintenance Committee
Barry Lubman reported that the committee has established both short term and long term goals for the landscaping maintenance of all Association coomon areas. The short term plan includes fall planting of flowers in the sign beds islands and the bed at Valley Park Drive and Stream Crossing Road, pruning (raising) of trees in the common areas. Bids are to be secured for this work.
As to the long term goals, new bids will be secured for all grass cutting, landscaping and maintenance work in all common areas. The Board requested that bids be presented at the next meeting.
The next order of business was the report of Metro Property Management, Inc., the Association's management company.
David Caplan reported that the Association has $7,831.52 in its operating account and reserves of $11,366.27.
David Caplan also stated that there were 4 delinquencies that were turned over to legal counsel for collection. In addition, 14 accounts are outstanding for the July assessment. Some of these accounts still owe for April and are being referred to the Association's attorney for collection.
RAR quoted $350 - $400 to plant 60 pansies in all of the beds. Davidson had quoted $375 for 50 pansies.
The problems at 7510 Stream Crossing Road have been referred to the Baltimore County Division of Zoning. The County has issued $11,600 in fines for failure to comply with its requests to correct the problems at this property. Kevin Kaminetz, our County Councilman, is aware of the situation and will monitor this site. Also, another zoning hearing has been set for August 28, 1997 at 9:00 a.m. A report will be made at the next meeting as to the results of this hearing.
David Caplan also reported that the commercial truck parking violation has been brought to the attention of Baltimore County zoning officials. The County ruled that the truck is a commercial vehicle and cannot be parked in front of the owner's house. The attempt by the homeowner to park along Valley Park Way has now been referred to Baltimore County Police for enforcement of parking violations.
The situation at 12 Willwood Court has become the Association's "test case." The matter has been placed with an attorney, Marvin Singer, for litigation. A Complaint was filed August 11, 1997 in the Circuit Court for Baltimore County.
The concrete at 2747 Quarry Heights Way has buckled requiring replacement. The lowest bid secured was for $375 from Michael R. Collins.
By unanimous vote, the Board directed that the management company accept the bid from Collins.
David Caplan brought a letter to the attention of the Board concerning herbicide use. The Board has looked into the use of alternatives to "Roundup" but cannot prevent its use at this time. The Board's policy has been to request the use of the most environmentally safe products available to our contractors.
A copy of his Management Report and attached letters were directed to be appended to the Minutes.
The next meeting was tentatively set for Monday, September 29, 1997 at 7:30 p.m. at 4 Boulder Brook Court.
There being no further business before the Board, the meeting was adjourned at 9:20 p.m.
