October 1997 Greensprin East Board Minutes MINUTES
GREENSPRING EAST HOMEOWNER'S ASSOCIATION, INC.
BOARD OF DIRECTORS
The monthly meeting of the Board of Directors of the Greenspring East Homeowner's Association was held on Monday, October 13, 1997 at 4 Boulder Brook Court, Baltimore, Maryland 21209.
Present at the meeting were the following:
Ron Bondroff, President and Chairman of the meeting
Stanley Turk, Treasurer
Cassia Parson, Vice President
Alan Fink, Secretary
David Caplan, Metro Property Management
Ron Bondroff was elected Chairman of the meeting and declared that a quorum was present. The Minutes of the meeting of August 13, 1997 were read and approved. The first order of business was a discussion of old business.
Ron Bondroff reported that the street sign for Valley Park Drive cannot not be moved to another location despite having been knocked down several times over the past few years, according to Baltimore County.
The concrete work to be done at 2747 Quarry Heights Way will have to be bid to another company. Collins has not responded to inquiries and cannot be located. The management company will contact Ryland's concrete contractor for a bid.
As to the status of 7510 Stream Crossing Road - hearings were scheduled for hearings before Baltimore County on September 30, 1997 and October 7, 1997. No results were available in time for this meeting. Kevin Kamanetz's office is monitoring the situation.
The Board is still attempting to get a radar sign for placement throughout the community to advise drivers of their excessive speed. Ron Bondroff said that this type of sign has been used in other areas to warn drivers of their speed before further law enforcement takes place. It was suggested that if we are successful in getting the sign and that no decrease in speed is noted that Baltimore County Police be requested to enforce the speed limits.
The next order of business was the report of each committee of the Board:
Architectural Review Committee
Casssia Parson reported that the fence violation at 7531 Stream Crossing Road has not been corrected. The owner has not responded to letters from the management company; however, the adjoining property owners have planted pine trees along the fence which seems to have satisfied them. No further action will be taken if there are no more complaints from these neighbors. This issue and the continuing presence of basketball backboards will be revisited and addressed in future modifications of the published ARC Guidelines.
In order to prevent any painting violations in the future, Duron Paints will be requested to provide paint chips and color schemes for all houses in the development. If necessary, a survey will be made of the houses in the Association to establish the color schemes and patterns.This is to prevent repainting in colors not previously approved and/or not in keeping with original color schemes established by Ryland. The ARC will require prior approval of any color scheme that deviates from those original schemes established by Ryland. This is not intended to require homeowners to have to repaint in the same colors (except for the front doors) but to permit repainting in any of the approved color schemes.
Grievance-Violations Committee
No report.
Landscaping /Maintenance Committee
RAR Landscaping will undertake planting of fall annuals in several of the beds. RAR also did a survey of the entire area to determine which bushes and trees need replacing. Trees and bushes will be replaced as needed. As to the Valley Park Drive trees behind the railing- Ellwood Sinsky has assumed responsibility for the replacement of any dead trees.
Homeowners along Moores Valley Road will be reminded to "raise" the height of those tree branches that are less than seven feet high along the public walkway. This is a Baltimore County ordinance. Proposals for next year's landscaping will be presented for approval at the next meeting.
The next order of business was the report of Metro Property Management, Inc., the Association's management company.
David Caplan notified the Board that Michael Klein, the President of Metro Property Management, will take over as our manager. David Caplan reported that the Association has $8,384.88 in its operating account and reserves of $12,538.61..
David Caplan also stated that there were 4 delinquencies that were turned over to legal counsel for collection. Only 2 accounts owe more than the October 1, 1997 assessment..
Quotes for next year's work have been procured from Davison Landscaping, RAR Landscaping and Pro-Lawn Plus. Copies were attached to the report. Approval was deferred to the next meeting for the Landscaping Committee to present its report and recommendations.
As to the ongoing litigation at 12 Willwood Court - we are in the discovery phase. Interrogatories have been propounded by the homeowners' attorney and are being answered through our attorney. Copies of these interrrogatories were attached to the report.
The Board is still awaiting compliance by the owners of 2800 Moores Valley Drive with the repainting request. This matter will be monitored for compliance.
As to the retaining wall - Ryland has promised that any of the broken concrete will be removed and the area to be reapired by a landscaper. The problems with the upper fence are also to be addressed by Ryland.
In an effort to communicate with all Board members and to allow a better flow of information, the management company has requested that all Board members provide both fax numbers and E-mail addresses.
The proposed budget for 1998 was presented to the Board for review and apporva; at the next Board meeting.
A copy of his Management Report and attachments were directed to be appended to the Minutes.
The next order of business was new business.
Ron Bondroff reported that the Association will be soon be on the internet. A web page will be established on the "Pikesville Pages". Greenspring East HOA along with Summit Chase HOA, Summit Park Elementary School PTA and other civic groups will have their own web site. The Association intends to put the newsletter, Board minutes, Guidelines, information on Board members (including E-mail addresses) and any other essential information on our site. The site will also be interactive to permit the user to send E-mail to any member of the board and the management company.
Since there have been many complaints about rotting wood on the bow windows of the townhouses. An informal survey was conducted to determine how extensive is this problem and what action, if any, the Board could take.
Ron Bondroff suggested that the Board consider a community activity next year for Halloween.
The next meeting was set for November 20, 1997 at 7:30 p.m. at 2709 Moores Valley Drive.
There being no further business before the Board, the meeting was adjourned at 9:20 p.m.
